Migs B. Nograles

Founding Partner & Chief Executive Officer

Specialization: Civil Law, Corporate Law, Labor Law, Intellectual Property Law, Arbitration, Corporate Affairs, and Government Affairs and Legislative Strategy

Atty. Migs Nograles earned her double degree in Juris Doctor and Master of Business Administration as Class Valedictorian from the De La Salle University and Far Eastern University Consortium in 2018, and passed the Philippine Bar Examination in 2019. She is a multifaceted professional: a practicing lawyer, law professor, businesswoman, and a member of the 19th Congress (2022–2025).

She is an accredited arbitrator of the Philippine International Center for Conflict Resolution (PICCR) and the Philippine Dispute Resolution Center, Inc. (PDRCI).

Before assuming her legislative role, she worked as an associate at Villaraza & Angangco Law and later co-founded NICLD Law. Her expertise covers civil law, corporate law, labor law, intellectual property, corporate and government affairs, legislative strategy, and arbitration.

Cindy A. Ilagan-Cayco

Founding Partner & Chief Financial Officer

Specialization: Civil Law, Family Law, Property Law, Corporate Rehabilitation, Land Conversion, and Settlement of Estate

Atty. Cindy Ilagan-Cayco earned her law degree in 2013 from Arellano University School of Law and passed the Philippine Bar Examination in 2014. She is also a law professor and businesswoman. Currently, she serves as Vice President of the IBP Davao City Chapter.

Her legal practice spans both the National Capital Region and Davao City, with a particular focus on family law, property law, contracts, and real estate.

Victor Carlo Antonio V. Cayco

Founding Partner

Specialization: Family Law, Labor Law, Civil Law, Criminal Law, and Corporate Law

Atty. Victor Cayco earned his law degree from Arellano University School of Law in 2012 and passed the Philippine Bar Examination in 2013. He began his career as an academic, legal practitioner, and entrepreneur. His areas of specialization include family law, civil and criminal litigation, labor law, and corporate law.

He currently serves on the Board of Trustees of Arellano University and the Arellano Law Foundation.

Raphael Jose N. Lizada

Senior Partner

Specialization: Criminal Law, Civil Law, Labor Law and Compliance

Atty. Raphael Lizada earned his law degree from Ateneo de Davao University in 2017 and was admitted to the Philippine Bar in 2018.

He began his legal career as an associate at De Leon & Associates in 2018. In 2023, he co-founded Dela Cruz, Lizada & Tan Law, and joined NICLD Law as a Senior Partner in 2025. His legal focus includes criminal law, civil law, labor law, and regulatory compliance.

He currently serves as the Public Relations Officer of the Integrated Bar of the Philippines – Davao City Chapter.

Kenneth L. Dabi

Founding Partner & Managing Partner

Specialization: Criminal Law, Civil Law, Environmental Law, Agrarian Law, Labor Law, Corporate Law, and Election Law

Atty. Ken Dabi graduated from Ateneo de Davao College of Law in 2002 and passed the Philippine Bar Examination in 2003.

He began his career as an Associate Lawyer at Lopoz Fuentes-Lopoz & Associates and later served as an attorney at the Department of Environment and Natural Resources (DENR). After establishing a solo practice, he went on to co-found NICLD Law.

He has served as lead counsel for legal teams supporting several political candidates, sharpening his proficiency in election law. With over 22 years of experience, his practice is heavily focused on litigation, particularly in criminal, civil, environmental, agrarian, labor, corporate, and election law.

Together, notwithstanding the Covid-19 Pandemic and the changing of paradigm pressed by the looming age of digitization and globalization, not to mention the diverse backgrounds among the founding partners, NICLD Law was established on the June 18, 2021 in Davao City, Philippines, arising from their professional and business aspirations to serve as Filipino lawyers, while bonded through their personal and collective commitments to support each other as a team towards greater excellence and successes in reaching their goals.
